Assistant to the City Manager Jenell Guerrero
Jenell Guerrero is the Assistant to the City Manager for the City of Imperial (“City”). Before coming to the City, she worked for the County of Imperial (“County”) in the Public Works Department, Clerk of the Board’s Office and Imperial County Airport. She held positions as Administrative Analyst III, Facilities Special Projects Coordinator, and Airport Manager.
She began her local government career with the County in 2004 bringing with her to the City 20 years of extensive work and experience. Her knowledge encompasses Federal Aviation Administration (FAA) regulations, regulatory agency compliance, analytical efforts, project/team management, technical report research and preparation, operation and safety manual construction, contract procurement, personnel and task management and budget preparation/management.
She holds a Master’s degree in Public Administration with Specialization in Organizational Leadership from National University and a Bachelor’s degree in Public Administration with Distinction from San Diego State University. She also holds an Airport Security Coordinator certification (ASC) from American Association of Airport Executives and is currently working on obtaining her Emergency Management Specialist Certificate from CalOES/ California Specialized Training Institute (CSTI).
During her career she has been an integral part in successfully passing proposition 218 processes and establishing a new sanitation district. Additionally, she has completed several large projects, inclusive of a Public Safety Facility and establishment of a Federal Medical Station (FMS)/Alternative Care Site (ACS) during COVID-19. She has served as a lead for Logistics and Recovery under the Imperial County Emergency Operation Center during the COVID 19 pandemic as well as recovery lead for two (2) additional County disasters. As a result of her roles she established a great working relationship with FEMA and CalOES counterparts and gained widespread disaster recovery experience.
She has a passion for community and local government and seeks to continue her career in local government providing the City of Imperial and its community with the highest quality service.
