All documents containing an executive summary and staff recommendation associated with open session action items are available for public inspection on the City’s website, www.imperial.ca.gov, seventy-two (72) hours before the posted meeting time.
Public Comments: Members of the public who wish to speak are encouraged to fill out a Speaker Slip and submit it to the City Clerk before the start of the meeting. Public comments are limited to 3 minutes. Comments may also be submitted by email to CityClerk@imperial.ca.gov one hour before the start of the meeting.
In compliance with the Americans with Disabilities Act, if you need special assistance to participate in the meeting, please contact the City Clerk’s Office by calling (760) 355-4373 or emailing CityClerk@imperial.ca.gov. Notification of 48 hours before the meeting will enable the city to make reasonable arrangements to ensure accessibility to this meeting [28 CFR 35.102-35.104 ADA title II].

ADJUSTMENTS TO THE AGENDA: The City Council will discuss the order of the agenda, may amend the order, add urgency items, note abstentions or "no" votes on consent calendar items and request consent calendar items be removed from the consent calendar for discussion. The City Council may also remove items from the consent calendar prior to that portion of the agenda. For purposes of the official city record, the City Council may take care of these issues by entertaining a formal motion.

B-4.Approve the Regular City Council meeting minutes of April 2, 2025.
B-5.Authorize Letter of Opposition for proposed CSU/SDSU Budget Cuts

C-1.Adopt Resolution No. 2025-09 authorizing the Community Development Director to execute an agreement for Regional Early Action Planning (REAP) Grant Program of 2021.

C-2.Approve a partnership and funding match of $35,000 for developing an Environmental Justice Element to the General Plan.

C-4.Approval of a special event application submitted by the U.S. Border Patrol for their Imperial Valley Law Enforcement Relay Run.

C-5.Approve the classification, salary range, and job description for the position of Information Technology Analyst and authorize the reclassification of the full-time vacant Management Analyst, Salary Range 80, to Information Technology Analyst, Salary Range 78.
