Members of the public may address the City Council on Closed Session items by contacting the City Clerk's Office at 760-355-3334. Pursuant to State Law, the City Council may not discuss or take action on issues not on the meeting agenda (Government Code Section 54954.2). If you are compensated to communicate with City officials, you may be required to register and/or make certain disclosures as a lobbyist. Please see the City Clerk for additional information. ADJUSTMENTS TO THE AGENDA: The City Council will discuss the order of the agenda, may amend the order, add urgency items, note abstentions or "no" votes on consent calendar items and request consent calendar items be removed from the consent calendar for discussion. The City Council may also remove items from the consent calendar prior to that portion of the agenda. For purposes of the official city record, the City Council may take care of these issues by entertaining a formal motion.

B. CONSENT AGENDA:

B-2.Approval of City Council minutes for the Regular Meeting of September 4, 2024.
B-3.Approve the award of five (5) contracts for On-Call Civil Engineering Services.
B-4.Approve the award of two (2) contracts for On-Call Land Surveying Services.
B-5.Receive the 2024 Conflict of Interest Code Biennial Update Notice and authorize staff to update the City of Imperial’s Conflict of Interest Code.
B-6.Approval of Community Facilities District (CFD) partial disbursement of funds for request No. 1-2018 from Monterrey CFD 2006-1 and approve 9th payment in the amount of $81,000 to Jupiter Ventures, L.P.
B-7.Approval of Community Facilities District (CFD) partial disbursement of funds for request No. 1-2018 from Bratton CFD 2004-3 and approve 5th payment in the amount of $50,000 to Imperial Bratton, L.P.
B-8.Authorize rejection of claim CW File Number CJP-3052350, W. Gerhart III as recommended by Carl Warren and Company.
B-9.2nd Reading and Adoption of Ordinance No. 829, ORDINANCE OF THE CITY OF IMPERIAL AMENDING THE CODIFIED ORDINANCES REGARDING FOOD AND FOOD ESTABLISHMENTS AND TEMPORARY USES FOR MOBILE FOOD FACILITIES, waive reading and adopt by title only.

C. ACTION ITEMS (DISCUSSION/ACTION- APPROVE-DISAPPROVE):

C-1.Contract renewal with Axon Enterprise, Inc. for an additional five (5) years for body worn cameras and tasers and Imperial Police personnel.

Recommended Action: Approve a five (5) year contract renewal with Axon Enterprise, Inc. for Police body worn cameras and tasers. 
 
C-2.Award a contract for the Highway 86 Beautification Phase 1 project Bid No. 2024-07. 

Presenter: Othon Mora, Community Development Director 
Recommended Action: Award a construction contract to Rove Engineering Inc. for the Highway 86 Beautification project in the amount of $6,611,467.84 with a 10% contingency. 
 
C-3.Parking modifications in front of City Hall on South Imperial Avenue between 4th and 5th Street. 

Presenter: David Dale, Public Services Director 
Recommended Action: Approve the proposed parking modifications in front of City Hall on South Imperial Avenue between 4th and 5th Street. 
 
C-4.Modify traffic signal at intersection of Highway 86 and 15th Street to a split phase system and remove unmarked pedestrian crossing as recommended by the Traffic Commission.

Recommended Action: Approve the traffic signal modification at Highway 86 and 15th Street from Permissive Phasing to a Split Phase System and remove unmarked pedestrian crossing on the south side crossing of Highway 86. 
 
C-5.Award a contract for Janitorial and Cleaning Services RFP No. 2024-07.

Recommended Action: Award RFP No. 2024-07 for Janitorial and Cleaning Services to Base Hill, Inc. 
 
C-6.Award a contract for the Rehabilitation of Various Roads in the City of Imperial project Bid. No. 2024-08. 

Presenter: David Dale, Public Services Director 
Recommended Action: Award a contract for project Bid. No 2024-08 Rehabilitation of Various Roads in the City of Imperial to Rove Engineering in the amount of $3,999,999.00 inclusive of additive bid items.
