C. Public Appearances:

C-1. Matters not appearing on the agenda: If you wish to address the Council concerning any item within the Council`s jurisdiction, please raise your hand and be acknowledged by the Mayor. At that time, state your name and address for the record. The Mayor reserves the right to place a time limit on each person’s presentation of three (3) minutes. It is requested that longer presentations be submitted to the Council in writing.

D-1.Approval of the City Council meeting minutes from August 17, 2022 and August 23, 2022.
D-2.Reject all proposals received for RFP P2022-05 for Labor Compliance Services.
D-3.Approve purchase of Iteris Inc. signal light equipment.
D-4.Approve purchase of PLC control modules for WWTP.

E. Action Items: (Discussion/Action– Approve-Disapprove)

E-1.SUBJECT:Amendment to the Victoria Ranch Specific Plan, Planned Unit Development Zone Change and Subdivision Revision to the Victoria Ranch Unit 4B tentative Tract Map.
 1.Introduction/ 1st reading by title only of Ordinance No. 822. Approving the zone change from R-1 (Single Family) to PUD (Planned Unit Development) within the Victoria Ranch specific plan.
 2.Adoption of Resolution No. 2022-59, approving amendment to the Victoria Ranch specific plan, planned unit development zone change & subdivision revision to the Victoria Ranch unit 4B tentative tract map.
E-2.SUBJECT:2nd street rehabilitation and reconstruction project from old SR-86 to “P” street. BID 2021-05 / STBGK 5134(024).
 1.Approval of balancing change order.
 2.Acceptance of work completed.
 3.Authorizing City Clerk to file notice of completion in the Imperial County Clerk/Recorders Office.
E-3.SUBJECT:Approval of amended and restated Joint Powers Formation Agreement.
 1.Approve the Imperial Valley Resource Management Agency (IVRMA) amended agreement.
E-4.SUBJECT:Discuss and approve emergency purchase and installation of 2000 AMP main breaker at WTP.
 1.Approve the purchase and installation of 2000 AMP main breaker at WTP.
E-5.SUBJECT:Discuss and approve emergency replacement of suction lines at various pump and lift stations.
 1.Approve the replacement of the suction’s lines at pump and lift stations located at Sandalwood Glen and Aten, Colonia pump station, Cross and Aten and Sky Ranch pump station.
E-6.SUBJECT:Repairs to 6th Street Apartments
 1.Authorization to proceed with repairs to 6th Street Apartments with amount not to exceed $80,000.00.
E-7.SUBJECT:Enterprise Fleet Management Agreement
 1.Agreement between City of Imperial and Enterprise Fleet Management Not to Exceed $114,000.00 for Fiscal Year 2022-2023.
E-8.SUBJECT:Abusive Conduct Policy
 1.Resolution 2022 -61 to Adopt Abusive Conduct Policy
