Pursuant to Executive Order N-29-20 issued by Governor Gavin Newsom on March 17, 2020 and to the extent applicable Government Code Section 54953(b), this City Council Meeting may include teleconference participation by the City Council Members and City staff. Consistent with Executive Order N-29-20 teleconference locations utilized by City Council Members shall not be accessible to the public and are not subject to special posting requirements.

This is a CLOSED SESSION in which the COUNCIL discusses matters in closed as opposed to open session. Only those matters authorized by the Brown Act as permissible CLOSED SESSION subjects will be discussed. They are as follows:

G-5.SUBJECT:DISCUSSION/ACTION: PURCHASE OF EQUIPMENT FOR DEPARTMENT OF INFORMATION TECHNOLOGY-UTILITY VEHICLE.
 1.Authorization of the expenditure of funds for the purchase of a utility vehicle as allocated in the 2021-2022 municipal budget.
G-6.SUBJECT:DISCUSSION/ACTION: PURCHASE OF COMMERCIAL RIDING MOWER- PARKS DEPARTMENT.
 1.Approve purchase of John Deere commercial mower in the amount of $16,585.50.
G-7.SUBJECT:DISCUSSION/ACTION: PURCHASE OF 4 NEW SERVICE TRUCKS FOR PARKS DEPARTMENT.
 1.Approve purchase of 4 new 2021 F350 work trucks in the amount not to exceed $200,000.00
G-8.SUBJECT:DISCUSSION/ACTION: TRAFFIC CONCERNS AT THE INTERSECTION OF 4TH STREET AND “G” STREET.
 1.Select and approve appropriate mitigation measure to address traffic concerns at the intersection of 4th and “G” Street.

 1.Adoption of Resolution No. 2021-39, Approving the Memorandum of Understanding between Teamsters Local #542 and City of Imperial for a term of two fiscal years (2021-2023).

G-11.SUBJECT:DISCUSSION/ACTION: CITY CLERK COMPENSATION AND BENEFITS.
 1.Adoption of Resolution No. 2021-41, Establishing compensation and benefits for the City Clerk through July 31, 2021.
G-12.SUBJECT:DISCUSSION/ACTION: SPECIAL MUNICIPAL ELECTION FOR QUESTION RELATING TO CITY CLERK.
 1.Discussion only: Next steps regarding elected office of the City Clerk.
 2.Adoption of Resolution No. 2021-42, Calling for the holding of a special municipal election on Tuesday, November 2, 2021 for the submission to the Imperial voters of a question relating to the City Clerk.
 3.Adoption of Resolution No. 2021-43, Requesting Board of Supervisors of the County of Imperial to consolidate a special municipal election be held on November 2, 2021 pursuant to §10403 of the elections code.
 4.Adoption of Resolution No. 2021-44, Setting priorities for filing a written argument(s) regarding a city measure and directing the city attorney to prepare an impartial analysis.
 5.Adoption of Resolution No. 2021-45, Providing for the filing of rebuttal arguments for city measures submitted at municipal elections.
