ADJUSTMENTS TO THE AGENDA: The City Council will discuss the order of the agenda, may amend the order, add urgency items, note abstentions or "no" votes on consent calendar items and request consent calendar items be removed from the consent calendar for discussion. The City Council may also remove items from the consent calendar prior to that portion of the agenda. For purposes of the official city record, the City Council may take care of these issues by entertaining a formal motion.

CITY ATTORNEY REPORT ON CLOSED SESSION ACTIONS:

PUBLIC COMMENT: There is a time limit of three (3) minutes for anyone wishing to address the City Council on these matters.

Matters not appearing on the agenda: If you wish to address the City Council concerning any item within the City Council`s jurisdiction, please raise your hand and be acknowledged by the Mayor. At that time, state your name and address for the record. The Mayor reserves the right to place a time limit of three (3) minutes on each person’s presentation. It is requested that longer presentations be submitted to the City Clerk’s Office in writing 48 hours before the meeting.

A. PRESENTATION:

A-1.Certificates of recognition for the Little League District 22 Imperial All-Stars 8-U

B. CONSENT AGENDA:

All items appearing under "Consent Agenda" will be acted upon by the City Council in one motion without discussion. Should any Council member or other person request that any item be considered separately, that item will then be taken up at the time as determined by the Mayor.

B-1.Approve an additional one-year term with Code Exxperts in the budgeted amount of $22,800.00 for the city's online payment system and web development services.

C. ACTION ITEMS (DISCUSSION/ACTION- APPROVE-DISAPPROVE):

C-1.Adopt the 2024-2025 Strategic Technology Plan (STP) and approve the projects included in the 2024-2025 Innovation and Technology budget.

C-2.Award a contract for Weed Abatement Services RFP No. 2024-06.

Recommended Action: Award the Weed Abatement Services contract to DeAngelo Contracting Services.
C-3.Appointment of a voting delegate and up to two alternates for the League of CA Cities Annual Conference and General Assembly on October 16-18, 2024.

Recommended Action: Appoint a voting delegate and two alternates for the League of CA Cities Annual Conference and General Assembly.
C-4.

Certification that there are not more candidates than offices to be elected for the November 5, 2024 General Municipal Election.  

Presenter: Dennis H. Morita, City Manager  
Recommended Action: In accordance with CA Elections Code section 10229, the City Council may adopt one of the courses of action listed below. Staff recommends Option 1, to cancel the election and appoint to the offices the persons who have been nominated by adopting Resolution No. 2024-51 resulting in a cost savings of up to $12,500.

  1. Appoint to the office the persons who have been nominated and adopt Resolution No. 2024-51, A RESOLUTION OF THE CITY COUNCIL PROVIDING FOR THE APPOINTMENTS TO THE OFFICES OF COUNCILMEMBER OF THE CITY THOSE THAT WERE NOMINATED TO BE ELECTED ON TUESDAY, NOVEMBER 5, 2024 AT THE GENERAL MUNICIPAL ELECTION or;  
     
  2. Appoint to the office an eligible elector if no one has been nominated or;  
     
  3. Hold the election, if no one or only one person has been nominated for any elective office.
