All documents containing an executive summary and staff recommendation associated with open session action items are available for public inspection on the City’s website, www.imperial.ca.gov, seventy-two (72) hours before the posted meeting time.
Public Comments: Members of the public who wish to speak are encouraged to fill out a Speaker Slip and submit it to the City Clerk before the start of the meeting. Public comments are limited to 3 minutes. Comments may also be submitted by email to CityClerk@imperial.ca.gov one hour before the start of the meeting.
In compliance with the Americans with Disabilities Act, if you need special assistance to participate in the meeting, please contact the City Clerk’s Office by calling (760) 355-4373 or emailing CityClerk@imperial.ca.gov. Notification of 48 hours before the meeting will enable the city to make reasonable arrangements to ensure accessibility to this meeting [28 CFR 35.102-35.104 ADA title II].

ADJUSTMENTS TO THE AGENDA: The City Council may amend the order, add urgency items, note abstentions or "no" votes on consent calendar items, and request consent calendar items be removed from the consent calendar for discussion. The City Council may also remove items from the consent calendar before that portion of the agenda. The City Council may address these issues by entertaining a formal motion.

B. CONSENT AGENDA:

All items appearing under "Consent Agenda" will be acted upon by the City Council in one motion without discussion. Should any Council member or other person request that any item be considered separately, that item will then be taken up at the time as determined by the Mayor.

B-1.Approval of Warrants Report.
B-2.Approve the Regular City Council meeting minutes of April 16, 2025.
B-3.Authorize electronic submittal of support letters for AB 762 and SB 45.
B-4.Approval to declare Mitel phone system equipment as surplus.

C. ACTION ITEMS (DISCUSSION/ACTION):

C-1.Approve and adopt Resolution No. 2025-12 and Resolution No. 2025-13, designating two (2) parcels as surplus land.

Recommendation: Adopt Resolution No. 2025-12 (APN 063-054-038) and Resolution No. 2025-13 (APN 063-121-004), RESOLUTIONS OF THE CITY COUNCIL FOR THE CITY OF IMPERIAL DECLARING CERTAIN PROPERTY AS SURPLUS LAND UNDER THE SURPLUS LAND ACT.
 
C-2.Adopt City of Imperial procedures for the public hearing regarding AB 2561 on city vacancies, recruitment, and retention efforts.

Recommendation: Adopt procedures for the City of Imperial public hearing regarding AB 2561 on city vacancies, recruitment, and retention efforts.
 
C-3.

Approval of the Public Services Supervisor description and related allocation changes.

Recommendation:

  1. Authorization to delete one (1) vacant full-time allocation of Public Services Foreman
  2. Approve budget amendment to add and fund one (1) full-time Engineering Technician/Inspector, Salary Range 74.
  3. Approve and adopt the job description for Public Services Supervisor.
  4. Approve a budget amendment to add and fund one (1) full-time allocation of Public Services Supervisor, Salary Range 85.

 

C-4.Approve contract award to Rove Engineering for the Manhole and Lift Station Rehabilitation and New Manhole Installation project in the City of Imperial; Bid No. 2025-01 and authorize a 10% contingency.

C-5.Approve and adopt Resolution No. 2025-11, declaring an emergency for foundation repairs at City Hall.

Recommendation: Approve and adopt Resolution No. 2025-11, RESOLUTION DECLARING AN EMERGENCY, RATIFYING ACTION TAKEN BY THE CITY MANAGER TO ADDRESS THE EMERGENCY AND AUTHORIZING REPAIRS ON AN EMERGENCY BASIS.
