Members of the public may address the City Council on Closed Session items by contacting the City Clerk's Office at 760-355-3334. Pursuant to State Law, the City Council may not discuss or take action on issues not on the meeting agenda (Government Code Section 54954.2). If you are compensated to communicate with City officials, you may be required to register and/or make certain disclosures as a lobbyist. Please see the City Clerk for additional information. ADJUSTMENTS TO THE AGENDA: The City Council will discuss the order of the agenda, may amend the order, add urgency items, note abstentions or "no" votes on consent calendar items and request consent calendar items be removed from the consent calendar for discussion. The City Council may also remove items from the consent calendar prior to that portion of the agenda. For purposes of the official city record, the City Council may take care of these issues by entertaining a formal motion.

CITY ATTORNEY REPORT ON CLOSED SESSION ACTIONS

PUBLIC COMMENT: There is a time limit of three (3) minutes for anyone wishing to address the City Council on these matters.

Matters not appearing on the agenda: If you wish to address the City Council concerning any item within the City Council`s jurisdiction, please raise your hand and be acknowledged by the Mayor. At that time, state your name and address for the record. The Mayor reserves the right to place a time limit of three (3) minutes on each person’s presentation. It is requested that longer presentations be submitted to the City Clerk’s Office in writing 48 hours before the meeting.

B. CONSENT AGENDA:

All items appearing under "Consent Agenda" will be acted upon by the City Council in one motion without discussion. Should any Council member or other person request that any item be considered separately, that item will then be taken up at the time as determined by the Mayor.

B-2.Approval of City Council meeting minutes for the Regular Meeting of October 2, 2024, Regular Meeting of October 16, 2024, and Special Meeting of November 6, 2024.

C. ACTION ITEMS (DISCUSSION/ACTION- APPROVE-DISAPPROVE):

C-1.Joint Use Agreement between the Imperial Police Department and Imperial Valley College (IVC) for shared use of IVC facilities.

Recommended Action: Approve the Joint Use Agreement with IVC to share the use of their facilities for law enforcement training and cadet program.
 
C-2.Adopt Resolution No. 2024-60 approving an amendment to the Community Development Safety Standards to include body cameras.

C-3.Adopt Resolution 2024-62 approving domestic water and sanitary sewer service outside of city boundaries for APN 064-020-030.

Recommended Action: Adopt Resolution No. 2024-62, A RESOLUTION OF THE CITY COUNCIL OF IMPERIAL AUTHORIZING DOMESTIC WATER AND SANITARY SERVICE CONNECTION FOR 111 DAHLIA LANE APN 064-020-030, PROPERTY LOCATED OUTSIDE OF THE CITY OF IMPERIAL.
 
C-4.Approval of Republic Services Cost Price Index (CPI) adjustment of four percent (4%) for waste and recycling services in the City of Imperial effective January 1, 2025.

Recommended Action: Approve Republic Services' annual CPI rate adjustment of four percent (4%) for waste and recycling services effective January 1, 2025.
 
C-5.Adopt Resolution No. 2024-61 approving the fiscal year 2022-2023 Development Impact Fee funding report.

Recommended Action: Accept the fiscal year 2022-2023 Development Impact Fee program funding report and adopt Resolution No. 2024-61, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF IMPERIAL, TO MAKE CERTAIN FINDINGS PURSUANT TO CALIFORNIA GOVERNMENT CODE SECTION 66001
 
C-6.Adopt Resolution No. 2024-52, adopting the five-year Capital Improvement Program (CIP) budget for FY2025-2029.

Recommended Action: Adopt Resolution No. 2024-52, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF IMPERIAL, ADOPTING THE FIVE-YEAR CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET FOR FY2025-2029 AND $29,317,900 SPENDING AUTHORIZATION FOR THE 26 PROJECTS FOR YEAR ONE OF THE FIVE-YEAR CIP BUDGET FOR THE FISCAL YEAR THAT BEGINS ON JULY 1, 2024 AND ENDS ON JUNE 30, 2025.
 
C-7.Approve Change Order No. 2 for the Pavement Rehabilitation of Various Roads project in the City of Imperial; Bid No. 2024-08.

Recommended Action: Approve Change Order No. 2 in the amount of $510,000.00 for the Pavement Rehabilitation of Various Roads Project; Bid No. 2024-08.
 
C-8.Approve Change Order No. 1 for the Aten Blvd Rehabilitation project between Vilore Way and Old SR-86; Project Bid No. 2024-03.

Recommended Action: Approve Change Order No. 1 in the amount of $1,225,000.00 for Project Bid No. 2024-03 Aten Blvd Rehabilitation Project; Caltrans Project No. STBGL-5134(027).
 
C-9.Cancellation of the regularly scheduled City Council Meeting of January 1, 2025, due to the New Year’s Day holiday.

Recommended Action: Cancel the regularly scheduled City Council meeting of January 1, 2025, due to the New Year’s Day holiday.
