ADJUSTMENTS TO THE AGENDA: The City Council will discuss the order of the agenda, may amend the order, add urgency items, note abstentions or "no" votes on consent calendar items and request consent calendar items be removed from the consent calendar for discussion. The City Council may also remove items from the consent calendar prior to that portion of the agenda. For purposes of the official city record, the City Council may take care of these issues by entertaining a formal motion.

B. CONSENT AGENDA:

All items appearing under "Consent Agenda" will be acted upon by the City Council in one motion without discussion. Should any Council member or other person request that any item be considered separately, that item will then be taken up at the time as determined by the Mayor.

B-2.Approval of City Council meeting minutes for the Regular Meeting of December 18, 2024.
B-3.Adoption of Ordinance No. 830, ORDINANCE OF THE CITY COUNCIL OF THE CITY OF IMPERIAL ACTING IN ITS CAPACITY AS THE LEGISLATIVE BODY OF THE CITY OF IMPERIAL COMMUNITY FACILITIES DISTRICT NO. 2024-1, COUNTY OF IMPERIAL, STATE OF CALIFORNIA, AUTHORIZING THE LEVY OF A SPECIAL TAX IN SUCH COMMUNITY FACILITIES DISTRICT, waive second reading and adopt by title only.

C. PUBLIC HEARING (DISCUSSION/ACTION):

C-1.Adopt Resolution 2025-03 amending the administrative citation schedule related to Police Department fines.

Recommendation:  Adopt Resolution No. 2025-03, RESOLUTION AMENDING THE ADMINISTRATIVE CITATION SCHEDULE OF FINES TO ESTABLISH AND UPDATE FINES FOR VIOLATIONS OF THE CITY OF IMPERIAL MUNICIPAL CODE RELATED TO POLICE DEPARTMENT FINES.
 

D. ACTION ITEMS (DISCUSSION/ACTION- APPROVE-DISAPPROVE):

D-1.

Approval to purchase one (1) 2025 Ford Police Interceptor.

Recommendation: 

Approve the purchase of a 2025 Ford Police Interceptor to replace Unit #204.
 

D-2.Authorize the closure of Imperial Avenue from 4th Street to 5th Street for the Imperial Police Department Kindergarten Tour.

Presenter: Aaron Reel, Police Chief
Recommendation: Authorize the Police Department to close Imperial Avenue from 4th Street to 5th Street on February 27, 2025, to host the Police Department Kindergarten Tour.
 
D-3.Adopt Resolution No. 2025-04, accepting a one-year scholarship membership from TeamCalifornia.

Recommendation: Approve Resolution No. 2025-04, A RESOLUTION ACCEPTING TEAMCALIFORNIA ONE-YEAR MEMBERSHIP SCHOLARSHIP AND ACKNOWLEDGING PARTNERSHIP WITH IMPERIAL VALLEY ECONOMIC DEVELOPMENT CORPORATION, FHLBANK SAN FRANCISCO AND SUN COMMUNITY FEDERAL CREDIT UNION.
 
D-4.Adopt Resolution No. 2025-05, authorizing abatement cleanup of property at 407 W. Barioni and collecting abatement costs.

Recommendation: Adopt Resolution No. 2025-05, RESOLUTION AUTHORIZING ABATEMENT OF PROPERTY LOCATED AT 407 W. BARIONI AND AUTHORIZATION TO COLLECT SUCH ABATEMENT COSTS FROM THE OWNER PURSUANT TO CALIFORNIA GOVERNMENT CODE 38773.
