ADJUSTMENTS TO THE AGENDA: The City Council will discuss the order of the agenda, may amend the order, add urgency items, note abstentions or "no" votes on consent calendar items and request consent calendar items be removed from the consent calendar for discussion. The City Council may also remove items from the consent calendar prior to that portion of the agenda. For purposes of the official city record, the City Council may take care of these issues by entertaining a formal motion.

CITY ATTORNEY REPORT ON CLOSED SESSION ACTIONS

PUBLIC COMMENT: There is a time limit of three (3) minutes for anyone wishing to address the City Council on these matters.

Matters not appearing on the agenda: If you wish to address the City Council concerning any item within the City Council`s jurisdiction, please raise your hand and be acknowledged by the Mayor. At that time, state your name and address for the record. The Mayor reserves the right to place a time limit of three (3) minutes on each person’s presentation. It is requested that longer presentations be submitted to the City Clerk’s Office in writing 48 hours before the meeting.

A. CONSENT AGENDA:

All items appearing under "Consent Agenda" will be acted upon by the City Council in one motion without discussion. Should any Council member or other person request that any item be considered separately, that item will then be taken up at the time as determined by the Mayor.

A-1.Approval of Claims and Warrants Report.
A-2.Approval of City Council meeting minutes for the Regular Meeting of November 6, 2024 and November 20, 2024.
A-3.Approve Resolution No. 2024-63 amending the Municipal Budget for the First Quarter Q1 Fiscal Year ending June 30, 2025.
A-4.Accept the Sunset Park Playground Shade Project (Bid No. 2024-05) as complete and authorize staff to file the Notice of Completion with the County Recorder.
A-5.Award RFP No. 2024-12 for labor compliance consulting services for the AHSCARPA/HWY 86 Beautification Phase 1 project to Labor Compliance Consultants of Southern California.
A-6.Award RFP No. 2024-10 for labor compliance consulting services for the Aten Boulevard Rehabilitation Project between Vilore Way and Old SR-86 STGBL-5134(027) to Southstar DCCM.
A-7.Authorize the rejection of claim CW File No. CJP-3052982 LSV as recommended by Carl Warren and Company.
A-8.Approve Memorandum of Understanding between the City of Imperial and Options for All, Inc.

B. PUBLIC HEARING (DISCUSSION/ACTION- APPROVE-DISAPPROVE):

B-1.

Conduct a public hearing and a landowner Special Election to establish the Community Facilities District 2024-01 for the Morningside Subdivision.

Recommended Action #1: Adopt Resolution No. 2024-55, ESTABLISHING THE CITY OF IMPERIAL COMMUNITY FACILITIES DISTRICT NO. 2024-01, COUNTY OF IMPERIAL, STATE OF CALIFORNIA, AND THE BOUNDARIES THEREOF FOR MORNINGSIDE SUBDIVISION

Recommended Action #2: Adopt Resolution No. 2024-56, CALLING A SPECIAL ELECTION AND SUBMITTING TO THE VOTERS OF THE CITY OF IMPERIAL COMMUNITY FACILITIES DISTRICT NO. 2024-01 A PROPOSITION WITH RESPECT TO THE ANNUAL LEVY OF SPECIAL TAXES WITHIN SAID COMMUNITY FACILITIES DISTRICT TO PAY THE COSTS OF CERTAIN SERVICES TO BE PROVIDED BY THE COMMUNITY FACILITIES DISTRICT AND A PROPOSITION WITH RESPECT TO ESTABLISHING AN APPROPRIATIONS LIMIT FOR SAID COMMUNITY FACILITIES DISTRICT

Recommended Action #3: Adopt Resolution No. 2024-57, DECLARING THE RESULTS OF THE SPECIAL ELECTION FOR THE CITY OF IMPERIAL COMMUNITY FACILITIES DISTRICT NO. 2024-1, COUNTY OF IMPERIAL, STATE OF CALIFORNIA, ON THE PROPOSITIONS WITH RESPECT TO (I) THE ANNUAL LEVY OF SPECIAL TAXES TO PAY THE COSTS OF CERTAIN SERVICES TO BE PROVIDED BY THE CFD AND (II) ESTABLISHING AN APPROPRIATIONS LIMIT

C-1.Award RFP No. 2024-09 for labor compliance consulting services for the Aten Blvd Class II Bike Lane from Vilore Way to Austin Road CMAQ/CML-5134(026).

Recommended Action: Award RFP No. 2024-09 for labor compliance services to Southstar DCCM.
 
C-2.Award RFP No. 2024-11 for labor compliance consulting services for the 7th St. Rehabilitation & Pedestrian Improvements from South D Street to South E Street LPP-SB1 5134(029).

Recommended Action: RFP No. 2024-11 for labor compliance services to Labor Compliance Consultants of Southern California LLC.
